Barry began his legal career as a legal assistant in the United States Attorney’s Office in the City of New York, then worked as Counsel to the International Ladies Garment Workers Union. He went on to work as Assistant Counsel at the Office of Labor Relations in New York, then as a trial attorney for the Equal Employment Opportunity Commission in Washington D.C. In August of 1975 Barry moved to Fresno to become the first Director of the Agricultural Labor Relations Board’s Fresno Regional Office. He remained in Fresno, and in July of 1976 opened his own firm, focusing on employee side labor and employment law. In 1981 he formed a partnership with Thomas Sharpe and the two incorporated to form Bennett & Sharpe. In 2016, Ann Bennett and Eric LiCalsi were added as shareholders in the Firm, creating a new firm as it is currently constituted. Barry’s focus is on employee representation in disciplinary matters, from investigations through court hearings, trial and appellate work concerning the rights of labor organizations and their members and contract negotiations and grievances, and expanding and protecting the rights or retirees, particularly in the educational sector.

Tom Sharpe has been with the firm since its inception, and has specialized in the representation of firefighters, teachers, and skilled trades employees. 
Before practicing law, Tom was a teacher for the Clovis Unified School District and played professional baseball.  In 1981 Tom and Barry Bennett joined forces, and the Law Offices of Bennett and Sharpe Inc. was formed. The Firm has now expanded to add additional shareholders and is now known as Bennett, Sharpe & Bennett, Inc.

Tom has extensive experience representing fire, police, teachers, and other public employees in all disciplinary matters, from internal affairs investigations through civil proceedings.  He is skilled in contract negotiations, and is also well versed in retirement issues, including disability retirements.  Tom has had vast experience representing employees and organizations in violations of the Fair Labor and Standards Act (FLSA) and Public Employment Relations Board (PERB) violations and all matters relating to the Public Safety Officers Bill of Rights (POBAR) and the Firefighters Bill of Rights (FOBAR).

Ann has been with Bennett & Sharpe since 2004. Prior to working at the firm, Ann spent nearly 20 years in law enforcement. The majority of her law enforcement career was spent working for the Fresno County Sheriff’s Department, where she spent 17 years in the Patrol Division, including nearly five years as a K-9 handler. She was the first female President of the Fresno Deputy Sheriff’s Association, and sat on the Board of PORAC. Ann also worked for a short time at the Visalia Police Department. Ann’s primary focus is the representation of public safety officers and other public employees during administrative investigations, administrative hearings and investigations, grievance proceedings, and officer-involved shootings. She and also represents clients in criminal matters, including DUI defense and DMV proceedings.
